Célestine Rabouam is a fourth-year PhD student at the Institut Français de Géopolitique (French Institute of Geopolitics) and the GEODE (Geopolitics of the Datasphere) research centre. Her research focuses on the logics of technological dependence in the Canadian Arctic. More specifically, her thesis looks at the repercussions of the arrival in operational phase of satellite constellations dedicated to broadband, such as Starlink, on the digital organisation of Canada's Arctic territories.
