Patrick Kearney, Executive Director and founder of REFRAIN, has served as spokesperson since the organization's inception. He held the presidency from 2020 to 2024. With a bachelor's degree in education and a master's degree in management and organizational development, he has over 25 years of experience in the sports, recreation, and cultural sectors. He led the Santa Teresa Festival for seven years and has cultivated a vast network of contacts in the cultural community as well as in various government ministries and political offices. Highly active in the sector, he sits on several boards of directors and is also president of the Quebec Judo Federation. In recent years, he has made numerous media and political appearances regarding the impact of the entertainment giant Live Nation in Quebec.
